About Troy Foster

Troy Foster the firmwide chair of the Emerging Companies & Venture Capital at Perkins Coie and is Angel City Advisors’ general counsel. He has focused on emerging companies and venture capital law for his entire career, and has substantial experience taking private companies through early stages in route to mergers, sales, and public offerings.

Troy has particular depth representing technology startups as well as the investment banks and venture capital firms that support them. Troy provides legal leadership for emerging growth businesses on all of their legal, compliance and related matters, working with numerous mid-to-late stage emerging growth companies and pre-IPO candidates. He has significant domain experience in cleantech/renewable energy, biotech and fintech/secondary trading. Some of Troy’s clients include, MobileCoin, SharesPost, Storj Lab and Machine Zone.

Troy previously served as the chief legal officer at TrueCar, where he oversaw its successful IPO and managed significant legal matters, such as “bet-the-company” litigation and securities class actions. He has also advised private investors on numerous primary and secondary securities transactions.

Prior to serving as in-house counsel, Troy had a long tenure in private practice as a partner within Wilson Sonsini’s corporate and securities group, where he represented dozens of private companies and venture funds as well as public and private companies in merger and asset sale transactions, mostly within the technology industry.

Troy also lectures at the UC Berkeley School of Law and clerked in the Ninth Circuit U.S. Court of Appeals. He lives with his wife and three children in Los Altos.
